Can you try this?
asadmin add-jvm-option -Duser.language=EN
The other option would be to use an English bundle of GlassFish (as opposed to the Multilingual you seem to be using). "*-ml*" from
http://download.java.net/glassfish/3.1.1 identifies the Multilingual bundles.
