And another data point - promoted build download bundles are generally available up to a day before updated IPS packages from the same build get pushed out to public repository so you may need to resort to bundle download if you just can't wait any longer for particular promoted build deliverable...

If your starting point is another 3.1 build and you apply all reported available updates once new 3.1 promoted build comes out you will end up with the equivalent of the latest promoted build. Note that you need to shutdown all domains and server instances before applying the update and it is also good idea to clean up osgi-cache directory content in domain and/or instance config directory before restarting.
There are some exceptions to this, though: your default domain and any server instances will remain exactly the same after the update whereas you would get freshly created default domain based on updated runtime if you downloaded fresh distribution. This should generally not cause issues since we are trying to keep domain configurations compatible but we had some reports of, for instance, Admin GUI not being accessible after particular update path. So, in general you can save time and use updatetool to switch between promoted builds but in rare cases you may still need to get fresh download.
