Here give this a shot I have had some issues with cacti and jvm monitoring myself what has seem to work is

com.sun.management.snmp.interface=0.0.0.0
com.sun.management.snmp.port=1161
com.sun.management.snmp.trap=1162
com.sun.management.snmp.acl=false

and in cacti use snmp v2, port 1161.
