Pilot error, thank God. For all sorts of reasons too complicated (read: dumb) to go into here, I was doing a JNDI lookup before the container was started. But because the embedded container classes are in my classpath, it was finding the proper jndi.properties, so it looked for all intents and purposes like the container was up and just conflicted on the port.
