Just for workflow management & encapsulation. We're looking to minimize
developer mistakes within our organization.

The reason I was asking is it seems like it should be specified somewhere.
 I just spent a day tracking down a completely non-descript NPE in GF that
was due to a package level class declaration. So it doesn't work. I wanted
to know if it should.
