Please look at if you have the rights to execute the update tool.
Some times, if your folder is on "Programme Files" for exemple, you must change the right of your folder to be able to execute this file.
chek also if your internet connection is working.
I think that the easiest way is to go to : updatetool/bin/updatetool and right click and choose : Run as administrator.
If you use netbeans, you should start netbeans as administrator and normally you can install the updatetool without any problem.#
