Try setting the provider URL as well (assuming your IIOP is running on the default port of 3700):

-Djava.naming.provider.url=iiop://10.0.90.21:3700 -Dorg.omg.CORBA.ORBInitialHost=10.0.90.21

And why people insist on using IP addresses instead of hostnames is beyond me.
