My WAG is that the version of the library that contains the class com.sun.xml.ws.model.RuntimeModeler is out of date/old with respect to the other classes (in particular the one that contains com.sun.tools.ws.wscompile.WsgenTool.buildModel).

Or you don't have the RuntimeModeler class loaded at all.
