you need the 2 string requirements for webApplicationLinks:
webApplicationLinks.PageTitle=Web Application Links
webApplicationLinks.PageHelp=If the server or listener is not running, the link may not work. In this event, check the status of the server instance. After launching the web application, use the browser Back button to return to this screen.
both of these entries should be located in
.\com\sun\enterprise\tools\admingui\resources\Strings.properties
