Not sure about the password length part.
However, you can create a domain without any domain running. I just did
asadmin create-domain --adminport 4848 domain2
it prompted for the admin user password and domain2 was created without problem. I also tested that i can start domain2 and get to console with the admin password i provided during the creation.
