It seems your app is doing its best to acquire a connection to your DB from
the pool but it's unable.
I got a pretty similar problem a couple of weeks ago (and have been
repeating sometimes since then) and it always was a problem from de DB
server side. When you get this error try to connect to your DB externally
(from your IDE or some app such as Toad or similar) to get sure it's your
app's fault and not a problem from the database. "Hopefully" you won't we
able to connect so that would mean your app is fine!.
