Hi,
Please check whether all dependencies are resolved for load-balancer plugin. To check that, find out LD_LIBRARY_PATH value set in apachectl script. In a shell, please set LD_LIBRARY_PATH to that value. Go to directory where mod_loadbalancer.so is installed. Then run "ldd -r mod_loadbalancer.so". Please check that there are no unresolved dependency.
Please provide output of above commands in case your are not able to resolve it by yourself.
Also provide log at debug level for apache.
