I only see it as part of the value in another cookie FLHMS-EULA in the request:

FLHMS-EULA=ACCEPTED-fladmin; JSESSIONID=5a14211149208ae7623b8032cdca; FLHMSAgencyCode=LTHH; FLHMSAgencyName=

I do NOT see it passed as it's own cookie as I do with JBoss (comparing the 2 requests). What would cause this?
