You are correct the issue does not occur when context-root != /
Just curious. Could set-Cookie be created conditionally? i.e. if there was a failover, the route in the request will be different from the local jvm route. Upon, detecting this, the app server adds a Set-Cookie header. But if it is the same, why set the cookie again.
Is there a bug filed?
Any workaround?
