Yes, there was an intermittent issue in the config parsing code where it would manifest itself as a version issue as described here.

I believe we have this fixed. Since you're running a version of JSF that is newer than what is shipped with GF by default (the ConfigurationException was introduced in 1.2_05 and GF ships with 1.2_04P03), please consider giving the 1.2_09 beta [1] a shot.
