I will try your scenario and add one JMS_HOST per cluster.
We will have :
JMS_HOST_COMMON (the default on the DAS - JMS Service LOCAL)
each cluster JMS Service REMOTE
and for each cluster - one new JMS_HOST :
JMS_HOST_CLUSTER1, JMS_CLUSTER2 ...
JMS_HOST_COMMON will be used for SHARED queues
JMS_HOST_CLUSTERx will be used for cluster queues
It should work !
