The problem isn't the rule, it's simply I don't use the facility enough to learn it. I set it up once then it's out of sight out of mind. I understand the rule, but it's behavior, while logical, is not intuitive (as seen by the original poster). I don't suggest changing the facility, but, maybe the documentation can clarify the point more actively.
