Ok, i tried the same commandline on another installation and there it works just fine.
The difference is that one (working) is setup as a DAS + 2 separate instances (admin instance + inst1 , inst2), version 2.1 b13. The one that isn't working is a stand-alone instance and version 2.1, b14.
Perhaps i'll try and upgrade to b15 to see if that helps.
