I think I figured it out. I haven't yet fully tested the apps but at least I can deploy and redeploy smoothly. The trick was to set the delegate=true flag on the class-loader config for the Axis apps and put the Axis libraries in the <domain>/lib directory. I hope this really works and just lets me deploy.
