cvs -d :pserver:<userid>@cvs.dev.java.net:/cvs checkout -r SJSAS91_UR1_BRANCH glassfish/bootstrap

gives you bootraps containing a maven.xml that seems to be for maven 2, that gives you the issue reported above.
