Thanks to Shalini for helping to solve this one. Turns out the node-agent failed to start b/c the instance failed to start because of a MQ problem. The MQ startup needs hostname to point to an absolute address and not 127.0.0.1. By adding a line to my /etc/hosts file mapping the physical IP to the server name, it all started up correctly.
