Can't add comment to ticket?

I'm having a problem where web service monitoring captures only
statistics, not messages -- even when the level is set to HIGH. I found
this ticket:

I logged in as rdelaplante but no text area for me to add a comment
appears. Can someone please help me understand why I can't add a
comment? Is it because I did not create the ticket?
