I started the instance manually outside of having it started as a result of starting the cluster. There was a spew of connection refused messages so based on this I was able to track down the problem which is a result of MQ not being able to deal with the DAS host provided as localhost bound to to the loopback 127.0.0.1. By providing a real ip resolved this.
