The developer. Do you have anything other than a DAS in your cluster?
On the developer profile I saw that with TopLink Essentials as the provider I can create tables (if the properties say so) even for the non-registered resource. This is because we have a special deployment time support for this operation for the default provider. We are in the process of investigating this.
