I added mime-mapping to my web.xml:
<j2ee:mime-mapping>
<j2ee:extension>shtml</j2ee:extension>
<j2ee:mime-type>text/html</j2ee:mime-type>
</j2ee:mime-mapping>
With this firefox can display shtml pages.
I also added servlet mapping for shtml extension in my web.xml:
<servlet-mapping>
<servlet-name>ssi</servlet-name>
<url-pattern>*.shtml</url-pattern>
</servlet-mapping>
With this addition, shtml pages are being served fine so far and haven't encountered earlier problems so far. I'll create a bug/issue if I see the problems mentioned earlier again.
