I think at the moment this is an ORB decision. If the ORB continues to retry without returning control to the client and/or the ACC then there are no exceptions thrown that the ACC could catch and display to the user in a dialog box (for the Java Web Start case).
I would suggest that you go ahead and create an RFE for the orb component if the confning options Ken has described don't do what you'd like.
