I tried with the same directory structure as yours on my Windows XP laptop with v2 b50 and could not reproduce the issue.

Are you sure you picked the windows install jar file?
 i.e
http://java.net/download/javaee5/trunk/promoted/WINNT/glassfish-installer-v2-b50.jar
