If you remove/disable the JBI lifecycle module in domain.xml, Admin Console will startup properly and the JBI tree node will be hidden.
However, if you remove the jbi jars completely, then there is problem starting up the Admin Console as some of the class from the JBI jars is specified in the faces config file of the app and that needs to be loaded.
