And this error shows up after cleaning up your earlier b19 install,
downloading b19 afresh and installing it?

B19 is a promoted build which goes through a slew of tests on all the
platforms for which a download is provided including windows xp. All
tests have to pass before we promote a build.
Moreover, when I tried installing and starting the domain with the same
build on my Windows XP box, I did not encounter this issue.

I am tending to think possible cause could be an incomplete/corrupted
download causing problems with your install environment.
