Were you referring to this in the bug report?
1. Enhance the Web deployment to follow the normal loader heirarchy as other
application does. At present they follow a bit different heirarchy.
If so, I think the work here is mainly in web code. Web container loads
application differently from other containers, see the RFE filed for this:

I remember Jan said this would not be easy to change especially the
webserver also shares this part of the code with us (appserver), so any
changes we do will affect them. I will let Jan comment more or correct
me I remembered things wrong..
