There is a little more to this story, as I mentioned in my update to
issue 6593 that survivant00 filed:

Although the full GlassFish distribution of v3 final will include the
EJB bits, there may still be people who will download the web
distribution and trying to do similar things. I do not know if the
plans for the v3 final web distribution will include the EJB bits. If
not, then others could run into this same problem.

Perhaps we will choose to package things differently so that web
distribution users won't encounter this problem. Perhaps we'll just
alter the error reporting so that there is a more user-friendly message
with a suggestion to download the EJB bits via the update center.

Anyway, I have left the issue open for precisely this reason even though
survivant00 demonstrated that downloading the EJB bits resolved the
problem.
