3.1.2 Soft Code Freeze is tonight (Monday) at 11:59pm PST
That means Change Control starts at 11:59:01 PST.
That means you must start to follow the Change Control process
before you commit a change into the 3.1.2 branch.
The process is similar to what we did in 3.1.1. Basically
you tag the bug with 3_1_2-review, add a comment answering
some basic questions about the bug/fix, and send e-mail
to request approval.
