Hi all,

I was fixing an issue in the NB/GF integration plugin related to file
encoding.

I noticed that very many of the xml files that ship in the build claim
to be UTF-8.

default-web.xml claims to be ISO-8859-1. There is only one other file
that seems to make that claim (package-appclient.xml)...

Is default-web.xml encoded 8859-1 'by design'?
