Short answer: no.
Longer answer: NB 6.9 shipped in May or June and worked with (which is
very different from supported) builds of 3.1 from that time-frame. At
some point, the changes in the server made the 6.9 release and 3.1
incompatible. NetBeans has a mechanism to keep up with the bleeding
edge of 3.1... It is the nightly build of 7.0.
