Jane has informed me that the 3.1 branch is now available for
integrations. Branch info is available at:

Some of the Hudson jobs still need to be set up on the branch
and some of the tests have not completed but we did not want
to delay 3.1 integrations any longer.
Please integrate all 3.1 changes into the new 3.1 branch *and*
the existing trunk.
