The QL tests have been failing in restart-domain test since 6pm yesterday.

It happened once at around 3pm (# 4849) and then went away. Then

I could reproduce the failure locally. The server.log does not return
any useful information relating to restart.
The commits at #4852 is unrelated to restart-domain.
Can someone please take a look ASAP?
