The runtime config for an instance has changed. All elements in
domain.xml are available with these exceptions:
<config> -- one and only one config can be found in the runtime
<server> -- the instance's <server> element along with the <server>
element for all its brethren in the cluster (if any)
<cluster> -- either zero or one <cluster> depending on whether it is
stand-alone or clustered, respectively.
