Sorry for the confusion. The promotion on 7/3 was a special promotion.
QA wanted a promotion with the fix to IT 12340, but the fix didn't make
it in b07.
b08 (7/3) was a respin of b07 with the fix to IT 12340.
The CTS failures started after b07.
I just reverted the commit that caused the CTS failures. I will respin
nightly and this week's promoted build.
