_get-runtime-info
The command returns 2 things:
1) A string representation of interesting information
2) (1) stuffed into a property suitable for parsing by a computer program
Currently there is one piece of information returned. Namely whether or
not JPDA (debugging port) is ebnabled or not.
If other pieces of information are needed -- we can update the command
to return more.
