I encountered this when I installed the JRE 6 instead of the JDK 6 from an
executable. The Glassfish v3 which came in the form of an executable
installed but I had many JSP related errors and other errors although I was
able to log in to the admin console. What pointed me to the problem was when
I tried to install Glassfish v2 using the jar file and the ant file wouldn't
run complaining there was no tools.jar.
When I installed the JDK, the problem went away.
