It was a fresh complete build from v3/ ('mvn clean; svn update; mvn -U install').
The only jts.jar under packager is the wrong one:
322302 Jun 12 12:19
./glassfish-jts/target/stage/glassfishv3/glassfish/modules/jts.jar
The correct size should be 333425 and it's there under transaction/jts
