FWIW, I did it on purpose since I wanted to keep the file layout of
developer build as close as possible to the file layout of the official,
IPS enabled distribution (and this includes IPS enabled zip based
installation). Inconsistent handling of javadb location was/is a pain
point since we run into situations where tests were working on developer
distribution and not on IPS one and vice versa.

There are obviously pros and cons of this approach, so I would certainly
like to hear some more input on this...
