Hi Jane,
Yes, the change seem to have started once connectors-inbound-runtime is
enabled.

connectors-inbound-runtime depends on ejb-container (this it temporary,
later it will depend on an ejb-internal-api module).

IIUC, maven/plugin seems to look for ejb-container module (and any of
its dependent modules) in "modules" directory and copies it to "modules"
directory, if not available. Hence "ejb-container" and "javax.ejb" are
copied to "modules" rather than "modules/ejb".
