Uopdate tool does n't work.

I am using b28a on Ubuntu 8.0.4 from the zip file.
I unzipped it adn ran the update tool. When I click on available addons,
I get this.

Components list could not be refreshed successfully due to a network issue.

not known

The available components list may not be accurate or complete.

is this a known issue?
