This is a known issue (at least with QA team). We had logged a related bug-
https://glassfish.dev.java.net/issues/show_bug.cgi?id=4198
When we do stop-domain, not all processes are shutdown, so when you do
start-domain, a new process is started, and this causes
list-applications to fail
