Is it happening in multi-mode only?

Please try single mode:
"asadmin create-jvm-options .... -- -Demma.rt.control.port=47650"

This must work.

Also, please use the defaults. Please use
the "asadmin login" command. It is much more
useful than you think. Imagine you had to use
cvs login info along with every cvs command.

I don't know why "asadmin login" command is
not popular -- it's like login once and forget
about passwords.
