How do I close this issue as not a bug. After filing I realized that there was something wrong in my setup. This is not an issue and can not be reproduced. Can someone close this?

Create an app server cluster. Start the cluster and stop the cluster.
Change the jms-service.type=REMOTE. 
Start the cluster. The instances will still have the jms-service=LOCAL.
