Kedar,

I think what Qingqing is saying is that the problem is not just for
her, but a problem of confusion for a much wider audience, and that
this is a multiplier against the otherwise modest severity of the
problem.

Thus, she is saying that it is effectively a P1, since it has a wide-
ranging impact, and therefore by definition, the delay suggests that
it is not being taken as seriously as a P1 would be. I think that's
fair.
