Apologies. This "regression" is caused by my changes.
I have updated the issue:
https://glassfish.dev.java.net/issues/show_bug.cgi?id=1615

A workaround exists for it as follows:

cd <install-dir>/config
edit asenv.bat[.conf]
add AS_ADMIN_PORT=4848
