I have read

but could not find the answer for it. Forgive me if I overlooked something.
The basic question is if I can download a particular binary dependency.
For example, I could not properly download dependency: webservices-rt-b03.jar.
Is there a way so that I could just download that?
Basically, I am looking for -Dmodules=foo flexibility with bootstrap
(which is available on "checkout").
